Forgotten Sagas of the 13th Age
If the Eagle District is the heart and mind of government and order in Osis, than the City Below it is the sword and shield. The Shield District houses the barracks for both the City Guard as well as the 2nd Cohort of the Imperial VII Legion. In addition, the Shield District houses the city Armory, several different vaults, the city mint, and enough supplies for a 2 year siege. The Shield District also holds enough space for almost 2000 civilians in case of disaster or enemy attack. Lastly, the Shield District holds one of the city’s prisons, the one reserved for the most dangerous and skilled of criminals who cannot for whatever reason be executed or ever released. It doesn’t have an official name, but the criminals and guardsmen have a number of nicknames for it including Death’s Door, Last Stop, and the Eagle’s Tomb.
Unlike the other City Below districts, the Shield District has been effectively isolated from all but the district above. Where possible, the halls leading from other City Below districts have been completely collapsed and destroyed. When that was not possible, the hallways were instead installed with thick walls, heavy doors, and as many traps and alarms (magical and otherwise) that were possible to be installed there. Still, there are rumors that some entrances to the Shield District were missed and that some group or another has set up a secure hideout underneath the very noses of the City Guard and Imperial Legion.
