Forgotten Sagas of the 13th Age
The Eagle District is the heart and mind of government and order in Osis. One of the smallest districts, it’s still arguably the most important. The key feature of the district is Osis Keep, on top of Kelvak Hill. Nobody knows the origins of the name of the hill, but the most common story is that Kelvak was an adventurer who helped kill at least one of the living dungeons which had pushed up from the underworld to make the hill.
Within the Keeps walls are many important buildings and people. The Lord Mayor lives and works within the keep, as do the 5 Imperial Judges. The public Forum, the large hall where citizens and nobility alike can address the Lord Mayor, is also located within the Keep’s walls. The Keep has only two gates through the walls. The one to the south, called the Eagle’s Gate, is open to public traffic. The gate on the west side of the Keep, called Steel Gate or sometimes Red Gate, is much more heavily guarded and limited to official traffic like Legionaries leaving from (or returning to) their barracks, supplies being transported to the Keep, Imperial couriers, and the like. The Keep also contains the only permitted entrance down to the Shield District as well as stables for the animals used for Imperial business.
Eagle District is not limited to Osis Keep. The area around the Keep is largely made of residences for people who work at the keep as well as businesses like restaurants and taverns. Many merchants and tradesmen keep small offices in the nearby buildings to use for meetings with officials from the Lord Mayors office. The proximity to the Keep (and thus the City Guard as well as the Legionaries on their way to patrol) makes the Eagle District the safest and cleanest in the city, leading to a number of wealthy nobles or especially successful merchants or tradesmen to make their residence here.
