Forgotten Sagas of the 13th Age
When people in Osis think of thieves, they think of the Rag Men. Which, despite the name, has more than a few women and children as members. The Rag Men are the pitiful poor, reduced to pickpocketing, burglary, begging, and other desperate measures to survive and provide for families. They’ve banded together into a (very) loose organization in order to improve their chances of making it from day to day. The Rag Men are far and away the biggest group of thieves in Osis, but still don’t have a lot of power because they aren’t very organized. Instead they usually band together in close knit crews of 5-8 people who work together and often live together. These crews stay in contact with one another in the search for better opportunities.
Unlucky Rag Men starve, freeze to death, are hanged by the City Guard, or are otherwise killed by the streets on a depressingly regular basis. The lucky Rag Men move up in the world and become Ghost Runners or Winter’s Knives or otherwise join one of the more successful and organized thieves guilds in the city. A rare handful escape the streets entirely and make something of their lives.
